Suggestion: Allow Phantom Bow on the pistol and sniper server

I think the phantom bow should be allowed on the "- #4 [WBKS] Bolt Snipers & Pistol Only - 60Hz - VoteMap" server. The phantom bow is a fun weapon to use that is similar to sniper rifles. Adding it will increase variety but should keep things balanced. Many other pistol/sniper servers also allow the phantom bow.

Also, the over usage of pistols in the server is annoying, some ppl are playing only pistols, they are not even using the sniper kit, it will be better to make a limit for the number of kills per round or prevent them.
