server performance is a problem by the hoster but high latency and fps are a client problem, out of the text i sendet in the link about high latency and fps drops "The following icons describe problems that affect your PC or console, your internet connection or the connection to the game server.!" =)

Yes, understood. Ive just updated drivers and also allocated all cores to BF4. Now all I see is a red server icon. Few complaints still coming through when the server is full.

was the server full, did you have server symbols or laggs while you making the Tracert?

it was empty, but ill do one when server starts to lag.
