Where are admins of #1 and #2 servers? (BF4)

Good evening. I have been playing for 200 hours on #1 and for 50 hours on #2 and I saw your clan member playing on a full server only once. Sometimes I see your clan members populating these servers, but after that your servers are left on their own.
And it is quite sad, because some frustrating situations can only be ruled out by an admin. Here is a list (I only play when Rush is in rotation, maybe Conquest has issues too):
1. Spawnraping.
a) Once attacker team gets spawntrapped, another deploys mortars and starts attacking the red zone, which is inaccessible to usual firearms. MAV sometimes doesn't work, because some enemy player usually switches to engineer with Stingers and destroys MAVs. UCAVs can't even be stopped by anything.
b) Attack jet constantly shooting down enemy attack jet on the runway. Especially bad on Firestorm (because defenders' runway is too far from defenders' deployment, Stingers/Iglas don't have such range) and on Caspian Border (because until the 3rd set of mcoms, defenders suffer from the same problem as they do on Firestorm). Attackers also suffer from this problem, because defenders' jet can just pop ECM, and Stingers/Iglas can't lock on to him, so he shoots down attackers' jet with no trouble.
c) 7-8/10 rounds of Naval Strike end in attackers being stuck on the carrier at the beginning of the game. They can't get to the island because of constant javelin/UCAV spawn from defenders. It is especially bad on Operation Mortar. The remaining 200-300 tickets are slowly spent during sniping.
2. Griefing (intentionally harming team mates)
a) Destroying friendly ammoboxes/medbags.
b) Putting C4/SLAMS on friendly heavy vehicles (I can understand putting C4 on a quadbike or jetski to deal with enemy heavy vehicles, but putting C4 on a friendly tank can only harm).
c) Vehicle stealing. This one is just horrible and happens almost in every round. I (or my gunner) hop out to repair - there is always someone spawning into vehicle or hoping in the vehicle and refusing to leave. Usually they don't even have a repair tool, and without repairs the vehicle goes down pretty quickly or has to camp (doesn't even help because of UCAVs traveling straight to the red zone) to regen.
P.S. Autokicking plugin (mentioned in the first rule) doesn't work. It didn't make sense to me anyway, because sometimes there is someone who runs in the rocket path to the enemy vehicle. I guess, this rule comes from BF3, where it was a problem, but now in BF4 there are much more effective gadgets with splash damage like XM25, Mortar and UCAV.
